Dave Tovey
Economic Development Director


Dave Tovey has been leading STBC as the Economic Development Director since January 2008. Prior to this position, he has served as the Executive Director of the Affiliated Tribes of Northwest Indians Economic Development Corporation, Executive Director of the Coquille Indian Tribe, and the Executive Director of the Confederated Tribes of the Umatilla Indian Reservation in northwest Oregon.

In 2001, Mr. Tovey was recognized by Oregon Governor John Kitzhaber as the Economic Development Leader of the Year, and later was the first Native American appointed to the Oregon Tourism Commission. He was also appointed by Governor Kulongoski to the Rural Policy Advisory Committee to provide guidance to the Governor’s Office of Rural Policy. Mr. Tovey is a Umatilla Tribal member with the Cayuse and Joseph Band Nez Perce heritage and lives in Grand Ronde, Oregon.

Steve Chrisman
Economic Development Specialist



Steve Chrisman joined the STBC team in December 2008, after five years working in marketing for the Chinook Winds Casino Resort. He holds a BA in Business Administration from Southern Oregon University, and brings a very diverse marketing and sales background to the job, including working for three Fortune 500 companies, and more than three years as a real estate broker in Newport, Oregon.

Steve is currently an Ambassador for the Newport Chamber of Commerce, Vice Chair of Court Appointed Special Advocates, a board member and former President of Writers on the Edge, and Co-President of the Mouse Factory Preschool. He and his family have lived on the Central Oregon Coast since 2000.

Stephen Larrabee
Development Manager



Stephen Larrabee joined the STBC team in February 2010. Prior to joining the team, Mr. Larrabee spent the last eleven years implementing and managing large scale development programs in the former Soviet Republics focusing on economic development, education and rule of law. Mr. Larrabee also worked for over five years for two Fortune 500 companies in the Aerospace industry and is a graduate of the George Washington University Law school (J.D.), the George Washington University Business School (M.B.A.) and the University of Massachusetts (B.B.A). Stephen is a former Peace Corp volunteer, currently serves as the Chairman of the Board for Junior Achievement Uzbekistan and lectured on economics and business law for five years at universities in Central Asia.

Carmen Riviello
Interim Controller/Staff Accountant


Joined STBC in April 2009. Previously employed at Chinook Winds Casino as a Revenue Auditor.

Chris Baldock
Staff Accountnat


Chris joined the STBC team in March 2010. Chris has 26 years in accounting and management experience primarily in the manufacturing industry. She moved to Lincoln City in 2006, and enjoys life at the beach.

Joined STBC in May 2009. Previously was an IT Manager and Small Business Owner here on the Oregon Coast.
